Coşar Kulaksız was born in Ankara in 1975. He completed his undergraduate studies at Rutgers, the State University of New Jersey, in 1997, followed by a master's degree in the Photography Department of Marmara University Faculty of Fine Arts in 2005. In 2010, he also completed an art proficiency program at Mimar Sinan University Faculty of Fine Arts Photography Department.

During the formation of the Turkish Photography Art Federation, Coşar Kulaksız actively participated and served as the representative of Turkey for FIAP (International Federation of Photographic Art) from 2004 to 2005. He was involved in the coordination of international relations for the Istanbul Photography Festival in 2016-2017 and was part of the curation team.

Coşar Kulaksız's photographs have been exhibited and awarded in numerous national and international competitions. Since 2015, he has been the director of FOLKART's international photography events. In 2017, he represented Turkey with three artists at the DIPE Festival in China, one of the world's prominent photography biennials, becoming the first Turkish curator to do so. He has also curated over 50 exhibitions for various institutions, museums, and artists, including the "Yıldız Moran - Timeless Photographs" exhibition at PERA Museum.

Within the scope of the 2010 Istanbul European Capital of Culture events, he opened exhibitions such as "Infrared Istanbul" in 2010, "Fragmental Problematique - Journey to the Depths of the Soul with Gaze" in 2016, "This Is a Game Where We Miss What We Forgot and Move Away from What We Remember" in 2020, "Uncanny Sea" in 2022, and "In-Between" in 2023.

Since 2018, Coşar Kulaksız has been a member of AICA (International Association of Art Critics) and has dedicated a significant part of his recent work to understanding and interpreting the world of folklore, mythology, and symbols.
